Background


Born in Jalisco, Mexico, Mr. Lepe immigrated to the United States at the age of nine and grew up in Salinas, California. From a young age, he worked alongside his parents in the agricultural fields, learning the values of hard work, perseverance, and humility that continue to guide him today.

Mr. Lepe is proud to be the first in his family to graduate from elementary school, high school, college, and law school, and to become a licensed attorney in the State of California.

After graduating Salutatorian from Alisal High School, he went on to earn his degrees from Santa Clara University and UC Hastings College of the Law. Since beginning his legal career in 2002, Mr. Lepe has dedicated his practice to protecting the rights of individuals and families throughout the Southern California region.

His personal story — from working in the fields to representing clients in courtrooms — reflects his lifelong commitment to justice, equality, and community service.

Pro Bono and Low-Cost Legal Representation


Since 2024, my law office has collaborated with the Mexican Consulate in San Bernardino, California, through the Programa de Asistencia Jurídica a Personas Mexicanas a Través de Asesorías Legales Externas (PALE Program).

The PALE Program, created by the Secretaría de Relaciones Exteriores (SRE) of the Government of Mexico, provides free or low-cost legal assistance and representation to Mexican nationals residing in the United States. The program’s purpose is to protect the rights and interests of Mexicans abroad by connecting them with licensed private attorneys who provide professional legal services in coordination with local Mexican Consulates.

Through this program, my independent law office offers legal advice and representation to individuals referred by the Consulate. My services under the PALE Program focus on family law, civil law, and personal injury matters, including wrongful death and serious injury cases. My role is to provide legal guidance and representation while maintaining close communication with the Consulate to ensure compliance with the program’s professional and ethical standards.

If you qualify for assistance through the Consulate’s legal aid programs such as PALE, my office may represent you at no cost in cases involving:

  • Child custody and visitation

  • Guardianship proceedings

  • Child abduction cases under the Hague Convention

  • Domestic violence protection

  • Other related family law and civil matters



You are welcome to visit the Mexican Consulate in San Bernardino every other Friday from 8:30 a.m. to 1:00 p.m. for free legal guidance and consultations. No appointment is required.
